This place is really nice but I didn't like the name of the restaurant as In India "Tatti" is a word in "hindi" language used for "human waste" or "human excreta". Otherwise TASTY

A basic snack bar that is cheap and cheerful located just off the pedestrian street rue Caroline in the heart of the Monaco Condamine area. Just down from Place d'Armes and 200 yards from the main port. You can get a basic meal, salad or a sandwich with a drink and a coffee for less than 10 Euros. If you're on a budget, with children or just want to grab a quick bite then I would say this is an above average place to get a snack. The owner is Belgian but has lived much of his life in South Africa. He speaks English, Dutch as well as French. So if you need directions or a friendly ear you could do far worse.
